Tess Costa del Vesuvio dalla sua creazione nel 1994 non ha portato alcun reale beneficio al territorio di Torre Annunziata, nessuna nuova opportunità di sviluppo, e nessuna riqualificazione dell'area ex industriale.Ci sono stati promessi per anni posti di lavoro, occasioni di nuovo sviluppo, fantomatici investitori sempre lì lì per arrivare a salvare baracca e burattini, e invece niente.

L'unica cosa che la Tess ha generato per Torre Annunziata è stato un immobilismo pauroso, ha congelato di fatto la pianificazione del territorio, e bloccato qualunque opportunità di trasformazione e sviluppo legata ai nuovi strumenti urbanistici. Non solo quindi non ha generato direttamente progetti per il territorio, ma neanche ha creato le condizioni al contorno perchè si aprissero nuovi scenari per investimenti locali. L'amministrazione comunale di Torre Annunziata premia alcune personalità che si sono distinte per la loro opera sociale, educativa e morale. Trattandosi di personalità religiose, sarebbe bello che loro dessero un segnale forte con il rifiuto di questo riconoscimento dagli attuali amministratori pubblici.

Questi amministratori sono colpevoli di quattro anni di immobilismo, di un uso clientelare della loro posizione e più in generale di aver operato in danno alla città di Torre Annunziata.
